About GWHREI
Global Women’s Health, Rights and Empowerment Initiative (GWHREI) was founded in 2014 to address the vulnerabilities, stigma, and discrimination faced by marginalised and minority women in Nigeria. Our vision is to create a safe and supportive space where women and girls, regardless of sexual orientation, gender identity, expression, or socio-economic status, can access their fundamental rights and live free from oppression.
GWHREI challenges systemic inequalities that impact health access, economic stability, and social inclusion. We work to combat injustices such as poverty, housing instability, food insecurity, violence, and structural discrimination. Our focus on broader social determinants of health has driven significant progress in HIV prevention and care.
Over time, our programming has expanded to encompass Sexual and Reproductive Health and Rights (SRHR), diverse LBQ women’s rights, sex workers’ rights, and other marginalised individuals, advancing equity, dignity, and access to essential services.
Introduction
The Global Women’s Health, Rights, and Empowerment Initiative (GWHREI) is currently implementing The Red Spectrum: Advancing Queer-Inclusive Menstrual Rights in Nigeria — a transformative project aimed at dismantling menstrual discrimination and promoting dignity for queer individuals in Benue State. Through inclusive education, evidence generation, and advocacy, we address the stigma and systemic barriers faced by LBQ+ women, ensuring their access to affirming, accurate, and inclusive menstrual health education.
As part of our commitment to excellence and impact, GWHREI is launching an Internal Capacity Building (ICB) training titled “Strengthening Systems for Impact: Program, Finance, and Advocacy.” This strategic initiative is designed to enhance cross-functional knowledge among staff and strengthen our internal systems. The training will deepen the staff’s understanding of inclusive program design, adaptive project management, results-based financing, and evidence-driven advocacy.
To support the delivery of this training, GWHREI invites qualified facilitators or consulting firms with proven experience in organisational development, program management, advocacy, and financial systems strengthening to submit a quotation for the facilitation of a 3-day Institutional Capacity Building (ICB) training.
Objectives of Facilitation
The facilitator will be responsible for:
· Designing and delivering a 3-day participatory training that strengthens staff skills in program management, financial accountability, monitoring and evaluation, and advocacy reporting, in line with GWHREI’s queer-inclusive and rights-based approach.
· Developing tailored training materials, tools, and exercises that foster practical application of learning and reflect the unique needs and context of GWHREI’s work in SRHR and menstrual justice.
· Facilitating interactive, experiential learning sessions that promote collaboration, knowledge sharing, critical thinking, and adaptive learning among staff across all units.
· Assessing training outcomes and providing a final report, including a summary of participant feedback, identified capacity gaps, and strategic recommendations for continued organisational development.
Scope of Work
The facilitator/consulting firm will:
Design participatory, adult-learning-centred training modules based on the provided 3-day framework. Facilitate training sessions, practical exercises, and group work over three full days. Provide training materials, handouts, templates, and case studies customized to GWHREI’s context. Conduct pre-training and post-training assessments. Submit a detailed training report outlining key achievements, lessons learned, and recommendations.
Budget and Payment Terms
Facilitation Fee: N450,000 (excluding accommodation, per diem, and transportation).
· Payment will be made in tranches, subject to contract terms and deliverables.
Deliverables
The facilitator/consulting firm will be expected to deliver the following:
Training Agenda and Materials: A detailed 3-day training agenda, presentation slides, participant handouts, templates, and any other relevant tools/resources customized to GWHREI’s context. Pre-Training and Post-Training Assessments: Simple assessment tools (e.g., questionnaires or interactive exercises) to measure staff knowledge and skills before and after the training. Facilitation of the 3-Day Training: Successful delivery of all training sessions, ensuring full engagement and participation of GWHREI staff. Training Report: A comprehensive report summarizing the training process, participant feedback, key insights, challenges encountered, and recommendations for future capacity building.
The report should include: Attendance list Summary of pre- and post-assessment results Photos (if available and appropriate) Strategic recommendations for sustaining learning and growth.
Facilitator/Consultant Requirements
Proven experience facilitating capacity-building workshops for NGOs, particularly feminist, LGBTQI+, or SRHR-focused organizations. Expertise in inclusive program design, financial management, monitoring and evaluation, and advocacy. Strong understanding of donor compliance requirements and risk management. Experience working within a rights-based, feminist, and intersectional framework. Excellent communication, facilitation, and participatory training skills. Ability to customise materials and delivery to GWHREI’s needs, ensuring accessibility and inclusion. Ability to deliver sessions in English and adapt training to a Nigerian, queer-inclusive context.
Duration and Location
The training will be delivered over three (3) consecutive days.
· Location: Makurdi, Benue State (Physical).
· Tentative Dates: 19th -21st May 2025

Interested facilitators or consulting firms should submit the following:
· Cover Letter outlining understanding of the assignment and proposed facilitation approach.
· Technical Proposal, including a brief methodology, draft agenda, and description of participatory approaches.
· Financial Proposal providing a clear quotation for facilitation services.
· Curriculum Vitae (CV) or organisational profile highlighting relevant experience.
· Examples of Previous Work (such as training outlines, reports, or references from similar assignments).

Evaluation Criteria
Proposals will be evaluated based on the following:
· Relevant Experience (30%): The facilitator or firm must show experience in leading capacity-building training for feminist, LBQ+, and SRHR organisations, and must understand rights-based and queer-inclusive approaches.
· Technical Approach and Methodology (30%): The proposal should clearly explain how the facilitator will conduct the training, using creative and participatory methods that match GWHREI’s needs.
· Qualifications of Facilitator or Team (20%): The facilitator or team should have the right academic background, training experience, and subject knowledge to deliver the sessions well.
· Financial Proposal (20%): The cost should be reasonable, clearly explained, and offer good value for the services provided.
Confidentiality and Ethical Considerations
The facilitator must adhere to data privacy, confidentiality, and ethical guidelines. Gender-sensitive and non-discriminatory facilitation practices are mandatory.
